The C.A.R. sent out this paper that reviews the current housing dilemma, which boils down to having to improve zoning regulations to facilitate more/better infill projects because the more-mature cities are out of land for the most part. She also included this:
However, the paper also offers evidence that cities can use their control over the development process to limit access to housing, sometimes in problematic ways. The finding that less housing is built in cities with both higher homeownership rates and White populations is sadly consistent with existing research on NIMBY opposition to local housing development (Lewis & Baldassare, 2010; Scally & Tighe, 2015; Whittemore & BenDor, 2018). These studies examined opposition to building multifamily or affordable housing; it is striking that in this study cities with more homeowners and larger white populations had less single-family development. This finding serves as yet another warning that racial exclusion from White communities continues to limit housing opportunities for people of color.

First, there isn’t enough new and enough low cost housing being built in California. That is a policy, not a problem.
Second, there is no business model that endorses building enough and enough lower profit housing.
Third, there is no community that would endorse either or both of those in their municipality.
Fourth, density is NOT a factor ut there is no professional player in this discussion that doesn’t endorse more density. This needs to be examined.
Fifth, municipal policy makes housing more expensive and for the express benefit of the municipality.
I could go on.

I have a project in Carlsbad Village by the train station, was 16 units and now is 13, (the minimum density). It is still in the entitlement review process after 11 months. Not even on the docket for Planning Commission. If I’m lucky and survive both Planning Commission and City Council I’ll have the building permit by November.
In addition to made up problems under review by both Planning and Civil Engineering Departments, we are still trying to satisfy the review of the landscape corrections for the types of shrubs and irrigation. Landscape!
Oh yeah, I’m not allowed to do any site work between October to April due to rain and storm water concerns. So that will have to wait too.
It’s getting worse and I don’t see it changing. This is the heart of the problem and it’s not permit fees, it’s the interest carry on a development that will kill a project because of these review processes.
Last word, definitely be careful about projects in Carlsbad. It’s as bad as it gets.
