We can expect that the government entities will be trying to jam affordable housing into every possible nook and cranny from now on. The idea of redeveloping larger areas, like Kearny Mesa, and include a nice compliment of affordable housing into an overall plan to uplift an entire area makes more sense to me:

Actually sounds like a great idea. City of Del Mar can fulfill requirements. It provides places for track, teachers, local government and service industry workers there to live. Its not near any of the rich peoples homes which minimizes NIMBY arguments. It would really be far lower impact than the crowds the track brings in any way. Makes lots of sense.
But the fairgrounds may not last much longer. Better to wait a couple of more years to see if the whole parcel can be redeveloped at the same time.
Why not redevelop Torrey Pines golf course, or maybe build low-rent apartments on Moonlight Beach?! Taking the fairgrounds out of the public recreational space inventory would be a crime against our community.

And here comes a NIMBY that probably doesnt even here. The fairgrounds are massive. Could easily be done off to the side somewhere and have zero impact upon the recreational space there.
Seriously the fairgrounds are twice the size of downtown Encinitas. Much bigger than Cardiff west of the 5 and large portions are unusued.
The County Fair is garbage. The sooner that goes away the better.

Ummm no I haven’t deleted a comment all year. I like stirring it up though – what is your differing opinion? All I said was bulldoze the fairgrounds and develop the whole parcel at once which would make sense to pretty much everyone.
