   Offer Boomers a one time tax free sale. Sounds simplistic but look deeper. Sitting on too much house and not willing to take the tax hit. Give them a “push.”

   Offer first time buyers “Proposition thirteen and a half” deal. Instead of the full stepped up basis let them pay the old Prop 13 x 1.5 to start and increase 4% thereafter until the Prop 13 limits. Old tax $3000/yer. New $4500/yr and rising 4% instead of 2%.
