I have been watching Rosarito area for a while. It does appear to be a Huge Value and you dont have to leave San Diego. This is basically in the backyard for San Diego County about 30 mins south of border.
Fast Lane is called “Sentri Lane or Global Entry Lane”.
Here are some more examples of Beach Front Estates under or about a Million. Almost all the owners are Expats from San Diego to LA area.

Been there, done that, hubbie owned property in Rosarito for several decades and helped craft the first Fideicomiso agreement in the 60’s. Be very careful what you purchase there, understand your Fideicomiso agreement, get an independent soils/engineering report, make sure you have a good Abogado.
