    Total nonsense. They take actual risks and multiply by “Social Vulnerability” and then divide by “Community Resilience.” Digging down to the census block level and ignoring the adjustments there are severe shortcomings as two blocks of identical neighborhoods can have very different ratings.

    Better to do your own research or ask a local who knows.
